- To be an excellent information center with emphasis on customer services.
- To provide up-to-date and comprehensive information resources and ICT facilities as well as emphasizing continuous training and learning.
- To uplift the library's status through best practices, such as staff accountability, resilience and staff integrity through good values, knowledge acquisition, creativity and open mindedness.
- To ensure cost effectiveness through library expenditure.
- To maximize the use of resources (manpower, facilities, system collection and space)
